Every time I see that I shake my head in disbelief. It's almost like a SNL skit or something...it's terrifying to me that's 100% legit.
The reason I say that about the other one is it just doesn't look the WT style. They rarely knowingly focus on the business element of their religion especially in photographs. None of the kids are smiling either.

Good point on the Baptisms Outlaw,
and about that pic of children on the street with magazines
if you look at the WTS offficial web page they have a child
with literature, they have quite of few pic in past literature
with kids givin' mags if I can remember correctly, they encourauge parents to train children
