  So all the cats and dogs were exterminated.

  However, it was the rats that carried the disease, and with no more cats and dogs to hunt them down, their numbers soared.

  Along with the death rate in humans.

  Cats are banned. They just won't arrest and fine you for having one. Unclean, western culture, etc.
