compound complex
Welcome to JWN, Truthseeker!
Hope you find this helpful:
Karl Adams, Writing Department overseer, wrote a letter to President Knorr (November 18, 1971), questioning the keeping of voluminous files containing embarrassing information on disfellowshipped persons. Even after individuals were reinstated, their files were retained:
"At the present time the names of even those reinstated are kept in the file, and bulky records are kept of their cases, labeled 'Do no destroy.' It seems tantamount to saying: 'We believe you are forgiven, but we are keeping a record of your sin.' Or like saying, 'Your sins are washed clean but we are storing the dirt in a jar with your name on the label.'"
Decades later the practice continues.
IN SEARCH OF CHRISTIAN FREEDOM, by Ray Franz, p. 324, footnote 22.

Scary stuff, compund complex.
So the JW's keep tabs on what they consider your misdeeds for ever, in their voluminous files.
The Catholic Church, on the other hand, considers that we are all sinners, and offers a sacrament of confession, after which everything is not only washed clean but what was spoken into the ears of the priest is lost and gone for ever, straight up to God, as it were.
Not much choice really, is there? not that you have to choose either, of course.

The DPP is a bit of a pain but the WTBTS did seem to go completely over the top in the early 90's. A week didn't go by without another letter with the latest restrictions and there were several service meeting items with strict instructions about passing on information (the scraps of paper & backs of envelopes with scrawled not homes , the passing on of information about return visits verbally rather than in written form etc.)
The WTBTS has always been scared stiff of the legal profession - I think the leaders lap up everything without questioing that their lawyers or officialdom tells them - I'm convinced the scrapping of the home book study was as a result of some legal warnings as well.

Dozy that is so true.
What I find sad is that there may be those who wish to return I know of one, who are disgusted by the fact that even if they are re-instated they will forever be marked and that even though Jehovah forgives them, his people don't.
I honestly believe that they believe they are keeping the scrolls mentioned in Revelation and that they will continue to judge even though they admit they are not judges and have no ability mentally or emotionally to do so.
The person concerned lived in the Uk and now is in the US and knows they will breach the rules in their sneaky way and he can do nothing,
They do not care at all who they hurt as long as they have power.
