Does this mean that the Watchtower has a "don't ask, don't tell" policy regarding blood transfusions?

How can an Elder do his job without "probing?" (All quotes are from Shepherd The Flock Of God)
"Elders should act promptly when they receive a report of serious wrongdoing so as to safeguard the congregation and provide assistance to the wrongdoer...Elders must first assess whether the alleged wrongdoing, if established, is serious enough to require a judicial committee. (Page 58)
"...disassociation is an action taken by an individual who no longer desires to be one of Jehovah's Witnesses (1 John 2:19) The body of elders should appoint a committee of three elders to consider the facts." (Page 110)
"A judicial committee should not continue an investigation into alleged wrongdoing if the accused person makes known his decision to diassociate himself." (Ibid)
"Actions that may indicte disassociation include the following:" (Ibid)
Willingly and unrepentantly taking blood. If someone willingly takes blood, perhaps because of being under extreme pressure, the committee should obtain the facts and determine the individual's attitude. (Page 111)
One thing that occured in a Congregation I was in was that several Sisters worked at the local Hospital in town and had access to all medical records. Embarrassing stuff got circulated about JW patients.
If I caught anybody doing that they would be facing a heck of a lawsuit!
When I worked in the hospital I had access to records too. I was like I don't care if a JW comes in, gets blood, has an STD, or whatever else. I'm not losing my license or getting sued for anybody! That's an instance where you have to "wait on Jehovah" to bring that to light! Anyway, that is horribly unethical!

Well I was removed from the PVC , (I surmise) because of a reply to a question put to me by a doctor in an exchange in a certain Medical Journal.
The question was a follow up to the point about the fact that a bag of "acceptable fractions", such as hemoglobin would look red and indistinguishable from whole blood.
What would my response be as a PVC member?
I said that "I would make no inquiry on account of my conscience", and that any real "sins, which were secret would become revealed", and that I would pray with them and focus on their health and well-being and if at some point they personally felt the need to discuss something with me or other elders on account of "their conscience", then that would be up to them. Jesus didn't spy on Judas, and I wouldn't spy on my brothers and sisters.
This was apparently NOT in keeping with WT policy. I was on the platform giving a part at the service meeting when a visibly agitated brother at the back of the hall beckoned for me, so when I finished, I met him in the parking lot. He was visibly upset and said that Bethel wanted me off the PVG/HLC immediately and that I was not to be party to that affair indefinitely.
Nothing was done to me, I continued to serve as an elder, and no explanation was given to me or the local HLC (that I was aware of) as to the rationale.
(Of course there's a bit more to the story, and some day I'll spill it)
