As explained above, people who were born deaf, and thus have never spoken or heard, may well not be able to read.
Written & spoken language is far far FAR different than sign language.
Translating a language as written into sign language is necessary for a great number of deaf people - JW or not.
It occurs to me that practically all the points in that letter would have been denounced as "Christendom-Like Materialistic Practices" by the old modest, plain JWs I knew back in the 1960s.
