Interestingly, if they completely seperate themselves from the congregations, are they a church or a Christian Publishing Corporation?

I don't think so. Without congregations they have no boasting of increasing numbers (the only thing that keeps them going now) and no revenue streams as others have stated.

How can they free themselves from responsibility and then, as Juan Viejo reports, claim that they are hierarchical? Something makes no sense.

the same way the claim eccleisatical privledge when it suits them and deny likewise.
they will claim top down rule to the congs to keep them in control and deny it to the courts likewise.
and the JWs will swallow it as the courts will.

The cowards got the local elders to write a one sentence letter confirming compliance.
Like many we are hopeful of our day in court on criminal charges against the Watchtower. We are greatly encouraged by cases like Steven Unthank that demonstrate that one determined person can inform themselves and take the Watchtower hegemony head-on.
Babylon the Great (all religion) will fall. It is only a question of when and how. May the Watchtower be one of the first dominos to fall in this final sunset for religion.

When I was a JW, I remember feeling slightly uncomfortable when they announced that they were now registered as a charity. Not sure if it was the same in the USA, but here in the UK An Elder did a talk regarding filling in forms to claim taxes back and that he would help.
We were always told to ignore sign's on householder's doors that stated 'no sects or cults' - they always referred to themselves as a footstep followers of Christ, when legally speaking, they are in fact a charity.
So what exactly qualifies them as a charity? Only I have known JW's who have fell on hard times financially, lost their homes, and never once has the Society offered to help them.
Even the Mormon's help needy members through their 'tithing' arrangement.
So what does the Society do to help any of their own?

Does anybody have any documents (letters to the BOE, etc) that outlines the new approval process and the phasing out of the travelling COs and the direct NY link?

The local congregation flip the bill for lodging (CO apartments) or staying with publishers. The CO apartments construction is done by the quickbuild. Expenses for the utilities and maintenance and paid for at the business meeting at the circuit assemblies.
The local congregation are taxed on a per publisher basis for the cars. I can't remember if they considered the health insurance separate, but the pub pay for that also. I have not seen a CO that used his car in field service ever. At the end of each CO's visit the COPD asked about the expenses during the visit. The CO presents certain things for reinbursement. The COPD must ask about other expenses and that is optional, like Dry Cleaning etc.
The circuit pays for their phones, again handled through the business meeting at the circuit assembly. That's why you can have an assembly with 1200 people and it costs $22K.
