They are either too naïve to believe that their anonymous source can be easily traced using a google search of the phrase (I googled it and the third hit identifies the author of the quote), or, they have decided to play the odds, in the belief that the vast majority of JWs reading the article will take anything they say at face value.
Scholarly articles and journals cite source notes on all references, otherwise the material cannot be taken seriously. The WTS cites sources only when it feels the person or reference being quoted is prestigious or paradoxical (using a quote from a Catholic publication to refute the trinity, etc.). Using terms such as "one scholar" hoists a red flag and indicates that they have something to hide. It is dishonest writing. Yet, except for the roughly 1000 of us who have viewed this thread, it seems that they have gotten away with it.

TOH - Interesting that you chose CoC to make your point. A quick internet search reveals them to be every bit the cult that JWs are. Obviously few here care what the CoC teaches but it is fair to point out that other religions besides JWs use Kittel as a reference source.
At least they actually named him instead of using the "one scholar" reference.
If I were writing a religious article (or any article for that matter), I'd probably refrain from using a Nazi war criminal as a reference source unless the article was specifically about Nazi Germany. I wouldn't want people to associate my name with such a person.

Of course I'm speculating here, but I firmly believe that the WT practice of not citing sources is so that those so inclined will have a hard time doing any fact-checking.
When I went returned to college in California in 2006, all of my professors stressed over and over again the importance of citing your sources . Failure to properly cite sources would usually result in a rejected paper with one and one chance only at a redo. Improperly sourced final papers would usually get an "F" and possibly bring plagiarism charges.
The "academic" standards of the WTBTS wouldn't be acceptable at most high schools in the U.S.

Despite Rutherford's letter to Hitler, Witnesses were sent to concentration camps. The Witnesses are quoting a Nazi theologian whose very academic work bolstered National Socialism, which murdered Witnesses. The Witness may have had it easy in Germany compared to Jews and commies but the persecution was real. Imagine if you are a family member of a German JW internee who died. The WT pretends that only Jews were killed. Since Jews aren't fully human, why should we care! My mom had to practice her Witness speech to deliver to the Gestapo. The context is chilling. Most groups don't validate their killers and torturers. The post WWII accounts in Witness lit and KH meetings were very graphic and terrifying.
My mom always told me my views of WWII were messed up by knowing the outcome. U-boats were all over NY harbor. We were losing. Of course, I should not say "we." The evil Allieds were losing.
