you are now told "as long as you have zeal for the ministry" you can be appointed a ms/elder. however, i personally do believe you need at least 6-8 hours a month to be appointed a ms/elder. on a related note, in the early 2000s my dad and my brothers were removed from the grand privilege of holding the microphone during audience discussion because we only got 1 or 2 hours a month and this was unacceptable to the boe.
i believe the branch still appoints elders/ms but pioneers are now appointed by the local boe, at least in the u.s. and canada.

Exact conversation I had with an elder after moving into a new congregation and not being used and appointed soon after arriving:
Me: Is there a reason why I haven't been re-appointed?
Elder: Well your hours have been quite low since moving in. (I was getting 8 hours a month regularly)
Me: So what should my hours be? I don't remember anything ever being specified in the elders book or the magazines.
Elder: We would like to see your hours around the national average.
Me: What is the national average? (Knowing full well that it was not printed in the KM any more)
Elder: Ummm, ahhhh (pauses) let's make it ten.
In the ensuing months I increased my time to 10 hours a month until the CO arrived and I was reappointed. I then dropped back to 8.
Elders appointed by Holy Spirit? NOPE.

Blondie, I remember the congregational service report charts. The circuit assembly program also had printed in descending order the hour average of the congregations assigned to that assembly.
Talking to an old jw acquaintance he told that he moved into a congregation about three years ago after serving as COB? (PO) in another hall. He still hasn't been reappointed evidently someone doesn't like him. Anyway, he said that there are 150 publishers, and meeting attendance is about half of that. Half of the elders and servants show up at any one time for the meetings and service.
IMHO, it appears that appointment is literally becoming totally based on the internal politics.

Yes, 10 hrs a month is the requirment for a MS/Elder but not documented. It probably is pencilled in the Elder's book. It's an unwritten rule...just like the beard thing. No where would you read that you don't appoint a brother who has a beard.
It now goes further in that the wife, and children must have close to that average. I remember when I served as a Elder and going through the questions for baptism, the CO chastised me for allowing a young person to be baptised who didn't get 10 hrs a month. He sure was a CO from Hell.
Now the wording they use in the publications is, "Must be visible, in service", or " Meaningful share in FS". That means out every week, at least the saturdays, and some Sundays.....do the math.

Oh yes, I forgot to mention that if you want to be appointed as a MS/Elder your wife shouldn't have a beard, too. She shouldn't wear a pants suit too.

In my hall it's 10hrs a month, for a year, not average, actual 10hrs to get recommended. Then the Holy Spirit reads the letter and checks the box yes or no. Then the letter comes back and you meet again so the Elders can ask if you have ever molested children before they appoint you. Apparently the Holy Spirit did not know if you were a molester before it checked yes on the slip. Once you are in the club, you take constant vacations. Before you are in it's ten to get recommended for appointment, 8hrs for the priviledge of michrophones.

It may not be in force anymore in the congregations but in my parents home it still stands. Are you making your 10 hours per month??? So glad I told em I was OUT.
