Here in Dallas the paper will sometimes print columns written by someone freelance. I'd highly recommend you try to submit this to some written media. You're a good writer, it's an interesting story, told very well; some humor some irony and you pull in the reader because we've all dealt with idiot beaucrats who are not interested in helping.
