What the WTS fails to acknowledge about the lack of men "reaching out" is that the organization only wants "company men" in responsible positions. Furthermore, they make little effort to recruit new men for the servant body. Instead, they look for ambitious sycophants to serve, for the most part. The number of times I was encouraged to become a servant I can count on the fingers of one hand. And somehow, despite being appointed a pioneer, I was never considered good enough material to be a ministerial servant, let alone an elder. I finally realized that while I might have been needed in my congregation and could have done much good, I wasn't wanted and would never be given the opportunity. I daresay the same is true in many other congregations. In the end, politics is the determining factor and maintaining the "good old boys" club rather than seeking men who actually qualify. There are exceptions to this and we all can name men who are true shepherds and really love the congregations they serve, but such men were far from common.
And yes, the WTS is doing a marvelous job in the Candace Conti case of shooting itself in the foot. The Society knows a backlash is coming so it is ordering the rank-and-file to adopt the usual 'see no, hear no, speak no evil' approach. Most will comply, of course, without bothering to ask why this is happening beyond blaming Satan and this wicked system of things.
