I can see why they wanted to settle this out of court.
If this was tried, it brought control of the Watchtower all the way down to rank & file level as ordination as a minister happens with baptism and the organization exercises control by requiring even unbaptized publishers to distribute literature produced by WT, is instructed how to offer it with presentations provided by WT, must report preaching and placement records to WT.

How is it that the many sex abuse cases against the wt are hushed in the press, unlike those of the catholic church?
Gag Orders preventing victims from talking. Faithful followers of the Watchtower are afraid of taking down hard working Pedophile Elders because the Watchtower teaches the Elders have Jehovah's Spirit therefore, if all Elders have Jehovah's Spirit, they must all be forgiven and it's my fault for not keeping up with the Chariot! The Watchtower has a way of making really smart people stupid, strong people scared and good people bad. I think it's because of the propaganda and peer pressure exerted by their Magazines and Active Pro-Watchtower workers who tell good people "You will bring reproach on Jehovah's Name by reporting sexual abuse to the Police". There is no way the Watchower would voluntarily admit they screwed up, God's Prophets of Doom don't apologize, they Expel the Victims!
