It does make a certain kind of sense if one of the benchmarks of "authentic" Christianity is being "persecuted" by the wider world around you.
Designing the ministry to specifically engender said "persecution" serves that purpose, whilst winnowing out individuals unwilling to set themselves up for it, thusly leaving only members more willing to endure it, which, in turn, reinforces further the belief that their ministry is, in fact, authentic.
