As for what to do with the used paper, when fire regulations allow I strike a match and burn it right there in the hole; after it goes out refill the hole buring the ashes. The real problem is above tree line, where there's little to no dirt covering the rock. It's hard to dig a proper cat-hole in granite. Be careful when picking up loose rocks, there may be a surprise underneath.
And never wipe with poison oak, no matter how deperate you are!
