What was the rational for appointing the GB? Why the change from a President overseeing the organization?

They wanted to separate the legal part of the corporation from the "spiritual" organization. Before as the WTS ran then there were shareholders that voted for the board of directors. The Board functioned as today's GB. They did not want to give the appearance of these shareholders selecting the GB.
They moved that one more direction in 2000 not having the GB serve on the corporations as presidents, secretaries, treasurers.
