If your brother was young enough, esp. a minor, then yes, the parent can be there for the whole thing.

How old was your brother when he was disfellowshipped?
He was about 23. I think he was DF'd around 14 years ago. He just called me a week ago and wants to get together and talk. I am going to try to meet him asap. I am pretty excited but a little nervous. He seems to want to meet with me first for some reason and then the rest of the Family. I don't think he has any reason to come back. I think he is angry for being shunned and I can't blame him one bit..

That says that he would do a lot for you. He is limited though, in that he wouldn't stand up to the elders, even though he knows they are wrong. He has chosen a course of nonconfrontation.
