The big wigs at the top dont need that many buildings, they could enjoy more luxury and fancy lodges without the peasents looking back at them on the property. They can achieve this and more without the mass buildings, after all proviing a home for old workers is a waste of money, better to throw them on the street and let jehovah provide for them, like the good bible says.
