I think the GB looked at the fact of lower contributions due to lower education and the loss of younger publishers that got higher education and lower education won out.

the richest cong will support the poorest.
Here in the 1980s they were having trouble with the collection box being too light.
Then the elders did The Great Purge. They started "disassociating" children for fornication (I kid you not, 13 yr olds!). Most of the teens in the entire congregation (and some in neighboring ones) got disassociated, within a short period of time.
They announced they first knew Jehovah's spirit had begun leaving the congregation because the donations were scant. So they started looking into things and lo and behold it was Satan and sin that caused the spirit to wane, and the symptom was cash.
So the collection box was a divining rod for hidden sin. What are they going to do in France now to detect secret sin?! lol
But at the same time, the letter said that each congregation will get the amount of money corresponding to its donations.
doublespeak!

Welcome 5th!
Their publishing empire has disappeared. Their real estate holdings are getting liquidated to stay solvent. Now what can they do? Become a bank! Watchtower Banking and Distrust Society of New Pork and Pantsylvania.
One of the consequences of this simplified cash-forwarding arrangement is that each publisher will have to bring his or her own toilet tissue and paper towels, because the brothers will always forget to prerequest money to purchase such supplies.
The next business will be Watchtowel Supplies Society, which triple-bills congregations for FDS approved KH cleaning supplies.

It's amusing to imagine the GB members stuffed into a van headed for the Mexican border, with a bag of cash on the floor in the back between the feet of the ones who forgot to call "shotgun".

Cong's in UK are currently being asked to change their gas and electric supply to Total, where they have a dedicated sales team for all Kingdom Halls.
Perhaps things are going to be centralised.

balaamsass: right! were there not at one time 2 branch offices in France? now thats what I call branching.! seriously though, The French had their revolution, and the clergy were among the targets not just the political rulers. The french have done their best to stay secular and are now battling the muslim threat too, not just what they consider freeloading cults. so "charities" have to react. while we are on moneys: we had the CO talk and its all about sacrifice,-- monetary sacrifice, beyond what would be required. like volontary offerings beyond those stipulated under the mosaic law. Sacrefices are sacred. sacre is cursing in french. the english curse in reproduction, the french in religious terms. may they have a point. when it hits the purse it becomes a curse.
