Did you post the actual booklet? All I could see were the first two pages.
My mom had a teen age co-worker stay with us so she would have some stability. She smoked cigarettes. I never did. She loved my clothes and borrowed them. So she puffed away on the porch. Elders confronted my mom that I was seen smoking. No Witnesses lived remotely near us. Perhaps there was a study on the block. I was sixteen and the found the accusation hilarious. If smoking were not such a social ill, I would have blown smoke rings in their faces.
I don't know criminal laws. My understanding is that private investigators have licenses. I know police do not like them. The PI gig was celebrated when I was young. Times have changed. Isn't this behavior stalking? If anyone knows where the line is drawn, I would like to know.
You have no privacy rights in public spaces. If someone is walking through a downtown area, you have no expectation of privacy. Privacy rights are strongest in your home. My theory is that elders are so not masculine that they get to play PI. They can pretend they are Humphrey Bogart or something.
I would see a lawyer and the police. In fact, I would try to make an appt with the captain or community officer. This conduct must be highly regulated.
