Well I guess it depends on things and where you live. He was a missionary in Quebec for a few years too. Generally he was most well known in Manitoba and Saskatchawan, but a lot of people know him in other places in Canada too. Especially other higher ranking elders. Although he was pretty much the top dog in Manitoba and Saskatchawan from what I heard

Well, if Mouthy never heard of him, his status must not be that high. Backup COs are not rotated so there would not be much contact with any but that circuit.

Last week's WT study article was about being a lesser one; doesn't sound like he was that to some jws.
