From my experience I see that we are all born a clean slate, an empty page

I don't agree. A child's personality, aptitudes and potentials are profoundly effected by their genes. The way we raise them can either crush their spirits our nurture their gifts.

    'a clean slate'~

That's what I'm getting at. Stopping the disease of fear and hate/self-loathing from spreading further by demanding that the new babies born into the world will be given the chance to feel loved. The children would collectively have a different perspective, new eyes. It would be like a jumpstart for society.

What about the mess we already have? Who would enforce the law, and how? Havent' quite worked out the details...

A small percentage of every human population is born with sociopathic tendencies. A sociopath has no conscience, is incapable of love, and craves power. Good parenting and therapy may allow some to grow up to be "high-functioning" sociopaths, who lead relatively normal lives without harming others. Most, however, with or without good parenting, become career criminals. A very interesting finding is that nearly all cult leaders are sociopaths.

We're not born tabula rasa. Our genetic code starts at conception and is modified by the environment as we grow. Good parenting would make a huge difference, but it's not the single "law" that would create a better society.
