Reading the threads, I had the impression that the language before the actual ceremony strongly suggested not partaking. I also had the impression that this language either hadn't been used or hadn't been so strong in the past.
Wouldn't that have dissuaded some and possibly affected the numbers?
Or was it same ol'?

That was the impression I got listening to the talk. I guess some of that is the speaker's personality and delivery style. But my definite impression from the outline is that the GB is moving in the direction of making this an obedience issue. 'If you partake, you are being disobedient.'
I could imagine more and more doing it privately as a result.
