If those statements are sexual in nature it is sexual harrassment. If the statements are about, family, finances, character or reputation instead--it remains harrassment.

It is a hostile act to call people out.
I guess I don't quite follow. For a male, esp a heterosexual one, to tell a woman that she looks good in the clothes she's in, or that she smells good, etc., yes, especially if the woman feels embarrassed or uncomfortable at the remark, i can see that. Butm saying, hey, your kids are looking great, or congrats on your nice new house/promotion at work/etc., - in what contexts would such compliments be harrassing?
What exactly do you mean by "calling people out"?
I ask these questions with no hostility - just genuine curiosity and a desire to have my own thinking expanded.

Look again at my post. I have constructed it with lines & separated thoughts so that they do not run together but remain walled off. I intended to decrease (not increase) ambiguity about my statements.
There are 3 thoughts. The first is about harassment. The second is about covert harassment. The third is about calling people out.
1.The definition of sexual harassment rests with the perception of the offended party and not the intention of the one accused of harassing.
2.Covert harassment is disguised by presenting it as some other kind of statement (such as a compliment). The disguise is the covert part and the effect it produces on others is the harassment part.
3.Calling people out means confronting people BY NAME specifically to create discomfort or to pejoratively cast them in a bad light.
Passive agressive people have it down to an art creating discord without appearing to have any such intention at all.
