There is a difference between wifi and a device that has cellular service. iPads, iPhones can be used to go online, even without wifi, if the user has that feature.

And don't forget that a WiFi only device like a non cellualar iPad can be tethered to your mobile data service on your phone. Most smartphones will allow you to set up a private Wifi access point that your tablet can connect to.

Just remember to rename your phone to something generic so that it is harder to identify.
