I have to disagree, in the usage of the WT, elder, is an Ecclesiastical term, not a bibilcal term.
I seee your point, strictly speaking the two terms could be interchangeable, (if you skip the history of presbyter) in the org structure they are not.

Yeah, it's in there. It's in the outline at the beginning of Acts. For chapter 15, it says "Letters from the governing body". In the new JW Library, searching for that phrase yields zero results, so it appears they did not include the outlines in the search results.
