To say 38 states are mandatory and the 22 remaining non-mandatory states sounds inaccurate.

It is not religious persecution for an informed person to expose publicly a certain religion as being false, thus allowing persons to see the difference between false religion and true religion.

I might make a clarification, while 38 staes have mandatory reporting of child molestation, only 16 require ministers to report the crime. What do you think WT Legal does in States that do not require ministers to report the crime? They do not report it. I know this for a fact as Kentucky is one such State. I was told to leave it in Jehovah's hands. Also the 16 States do not involve the major population States. The result is 75% of USA population will not see reporting molesters at the direction of WT Legal.
