    Just for fun, I used my dictionary.com app to look up "clarify." Check out definition 1. (I am not insinuating anything about the words of the governing body...)

    clar·i·fy ˈ verb

    1. make (a statement or situation) less confused and more clearly comprehensible.

    From this we can infer that the previous beliefs were by definition "more confused" and "less clearly comprehensible."

    Note that it is NOT implicit in the meaning of the word "clarified" that the new, clarified understanding is necessarily accurate or correct, it is only "less confused and more clearly comprehensible." This is what the word "clarify" means.
