It should be more like how many JW's. The answer is 8. The elder must ask the circuit overseer, who must contact the district overseer who must contact the branch overseer, who must contact the bethel headquarters, who must ask the GB, who must pass back down to the elder, who will then designate it to a MS, who will then designate it to a publisher reaching out to be a MS.

And, contrary to what the official GB view states, each new lightbulb will be of a lower wattage than the one it replaces, consistent with the observable fact that the 'new' light keeps getting dimmer and dimmer.
