Children affected by domestic violence --certain types of people must notify police. teachers, social workers.
Women affected by domestic violence - I don't know. Most men I know will not help women b/c the abused woman attacks to defend her man.
Perhaps you can google the state and domestic violence reporting. State codes should be online but they are not that user friendly.

This was something that always made me scratch my head back in the day...
...even as a young guy, I'd realized that not reporting it ran the risk of bringing greater "reproach" later (simply for not reporting it), whereas promptly reporting it would demonstrate that JWs were not only law-abiding, but genuinely ethical, too.
These days, I've often wondered if the myriad knee-jerk attempts to cover up stuff like that over the years might actually be because of some deeply-buried and suppressed fear that if that sort of thing were publicly acknowledged, it would be far harder to refute any doubts or questions regarding the WTS's legitimacy...
... they don't want to avoid "reproach on God's Organization" so much as they want to avoid giving opponents (internal or external, real or imagined) any ammunition against them.

There was a sister in our congo that was being severely beaten by her husband. I never found out until afterwards, though. Though she went to the elders, they did nothing, and encouraged her to win her husband over. Well, eventually, he put her in the hospital, so the police got involved. In Canada, the police are required to press charges - it is not the victim's choice, once they are involved. So, he got charged (and of course, first offence, slap on the wrist), but they separated.
He got disfellowshipped, but not for beating his wife (I hate that sanitized term, domestic violence). Oh no, not for beating the living daylights out of his beautiful and very nice wife. He got DF for adultery, because he moved in with another woman. And her? I never saw her after that,,,, she faded very quickly (actually, around the same time I did my own fade, though we didn't know the term back then).
Report wife beaters? ahahasha,,, they encourage people to beat their kids, so why would they care about women? Unfortunately, reporting of adults being abused is not mandatory in Canada.

I was just having a conversation with a witness with regard to domestic violence that his fleshly sister experienced. I failed to ask how long ago this was but he did say the elders advised not going to the police. BTW he also stated that his sister is still married to the abuser.
I must clarify my above post. This is what I was told 2nd hand from a friend. I have no concret evidence to prove this. The reason I remember this was because at the time I was learning about how child abuse was been handled. So this sort of confirmed what I already knew.
Just took my lunch break to finally listen to your interview, KateWild...you did an amazing job pointing out that the actions of the wts in no way correlate to the teachings of Jesus.
