One thing about living in London is that you apologise all the time "Sorry, sorry, sorry..." but mostly don't mean it. I remember the film "A fish Called Wanda" in which the Kevin Kline character yells at the John Cleese character something like "will you British just stop apologising!" I must say I feel like that sometimes but have found that I have also become a knee-jerk (but insincere) apologiser.
To me saying "I would like to apologize" is the apology. It's like many things that are just expressions, they aren't intended to be taken literally. Like someone saying "how are you" and you say "fine", whether you are or not. The person asking doesn't really want to hear the details of your health problems, it's just something to grease the wheels of human interaction. It always makes me laugh when they ask you how you are at the doctors office. Obviously if you are going to your doctor, you are not fine, but that's what you say anyway.
