Do they repair homes of any but jw victims and their non-jw spouses? Yes, sign over your insurance money to the WTS!

I've heard about the insurance "scam", but i wonder how widespread it really is and all the possible nuances around it.

Do WT reps approach the brothers and explicitly tell them they will re-build their homes in exchange of insurance money, or do they just offer to rebuild them hoping that they will get the insurance money out of good will?

What if someone accepts the offer to rebuild and then decides to not give them the insurance money, or what if the owner return only the amount he thinks the WT spent rebuilding the home?

Also, you don't just build some materials and start putting stuff together. To build a home, you have to have a plan, land surveys, etc. Does the builting team handle that as well?

If we look at at the level of detailed standard operating procedures inside the Org, i find it hard to believe that this re-building operation, would not have a considerable list of guidelines that the brothers must follow. Maybe there is such a list.
