I saw the same thing ADCMS. Technically this should look like a balance sheet, where your expenditures plus balance net out your next year right?

Of course, who knows how accurate the site is as well, or what they classify as "expendatures".

The WTS. knows how to drain money off people and keep it quiet, they just keep asking for more even when they

already have lots of surplus.
