Are they hoping for more hype and publicity at these large sites?
They're squeezing more people into fewer venues this year so they can simulcast talks from the governing body muckety-mucks to several places at once.
Fewer venues = less possibility of technical snafus.
The spanish Int in houston was at around 30,000. It was held at the Reliant Stadium. However, they were expecting 40,000-50,000. It was spanish from all of Texas and Louisiana. I think only about 30 were baptized. Thats about .01%.
I saw pics on Instagram and they had a huge signs ( I would guess a 6 feet by 6) of JW.org at each corner of the floor. Lots of empty seats. Seems like a waste of a venue since it seat 71000+.

I think 55-60k were expected so it was far off. The above poster is correct though, most of that was local fro the tri-state area (NY, NJ, CT) lots of JWs there.
I forgot to specify that the Houston convention was an international one. It was held at the Reliant like TheRedeemer said. Look up my other post on the Instagram hashtags.
There were a lot of parties going on on private floors from what I heard, you had to have special passes to get to them.
The baptized fools were around 250-300 from what I counted by estimate.
