I have it on good authority that at least 8 or 9 congregations in the Peace River/Grande Prairie area of Alberta have been dissolved (or consolidated into other congregations) in the past decade or so.
In many cases, their KHs had been renovated at the WTS's urging (using local JWs' funds and labor), after which full ownership was transferred to the WTS (if it wasn't fully owned by the Society already).
A few years later, the WTS then sold those selfsame refurbished KHs, pocketed the revenue, and dissolved/consolidated the congos with other nearby ones.
In my area, they maintain four congos (~80 publishers each) in one refurbished hall to separate the people who through the years have burned bridges, swapped mates, molested children, started family feuds, bad blood, and many other similar shenanigans.
the baptisms in our area are outstripped by the funerals. ( it being a favoured retirement area like Florida)

Splane just pulls this stuff out of his ass, and since no one around him is allowed to disagree (and he thinks he's God's spokesman), he just assumes he's automatically right.
Londo111 - it's not 1000 new halls. It's 1000 refurbs or needless replacements of existing halls so that ownership can pass to the WTS, RBCs (is it LDCs now) can be kept busy and donation momentum can be maintained.
Actually scrap the 1000 refurbs. It's probably a handful just to keep the achieve the same end result...
