Noah covered his territory and didn't recruit anyone else but his family members. Lot tried talking some sense on the people of Sodoma and Gomorra without recruits, hell, even his wife got affected by it.
In that line of thought, so long as we cover our assigned territory with whatever propaganda the Org cooks up, that's how we measure success.

A JW's ministry is a success if s/he turns in a recruitment report with "something" on it and keeps the congregation elders from criticizing them for another month. Results are just a bonus.
