KH operating expenses for 4 congs in 1 hall are not 4 x 1 cong in 1 hall. If you combine congregations and maintain the donations then you have less outgoings but the same income.
Not only that but if multiple congs sell existing halls and give all the cash to the society as the current arrangement dictates then you get cash in from several sources, but only need to loan one sum for one hall. Don't forget as well that some of the congregations have (had) substantial accounts if they have been in their current hall a few decades.

PS... A similar situation exists in Alton (Hampshire) - rual congregation. One move to share with Petersfield (another rural cong) cancelled at the last minute. They might be combining with congregations in Basingstoke (urban) now.
Even though consolidation maybe justifiable at times I can't help but notice that the Society pushes for consolidation and merging of congregations when their accounts are healthy and in the tens of thousands of pounds .I'll keep an eye on it for more solid evidence
Each congregation's surplus cash has now gone to the Society, leaving them with only a modest amount for running costs and emergency small repairs/maintenance. Naturally, if e.g. 2 congregations are combined into 1, instead of 2 modest pots of ready cash, only 1 modest pot of ready cash is needed, allowing more 'surplus' to be skimmed off and sent to 'Mother.' So ...

I also just realised, by dispersing even just one or two large congregations into surrounding ones, you can instantly put pressure on lots of congregations to build multiple new halls, instead of the pressure being just on one congregation to do a simple remodel or one rebuild.
Very clever...
