No, it does not make a caliphate unless they have what the caliphate actually had, complete power and control in their nation. And what about the examples I gave?
These tyrannies always begin in the psychology/personality of authoritarian people. When authoritarian people join hands then you have a dictatorship. Think of Christianity's transition from an apolitical group to the Catholic (Universal) Church in control of Europe thanks to Emperor Constantine. Just ask yourself, if John Doe had a dictatorial personality what would happen if he had his own little kingdom where he could play God.
If the WTS were somehow put in charge of a small country to govern as they see fit, I guarantee you that within a decade (if not sooner), democracy and religious freedom would be nonexistent, any alternate expressions of sexuality would be criminalized, creationism would be mandated in schools, disfellowshipped individuals would be stripped of citizenship and imprisoned (or deported), and convicted "apostates" would be sentenced to death without possibility of appeal or reprieve.
Anyone who suggests otherwise is either naïve or lying to themselves, IMO.
I bet the methods of execution would be stoning and hanging - just because they're "biblical".

it would be considered a privilege to be invited to live there. The whole purpose would be to continue the kingdom work. The main r&f jws would not invited to live there... just a big country sized Bethel.
Maybe they would turn it into a JW tourist destination. They would have all of their major trainings there. They could broadcast from there to all the KH of the world.
Make it exclusive and a privilege to be earned.
If they took control of a small country, would they join the UN?
As already mentioned, bethel is the closest to a JW nation. So what happened? Has the bethel network been growing and preparing to take over the world? Nope. They've sold off many of the branches, and are planning to sell out of Brooklyn and move to a much smaller remote compound.
They can't afford to print much anymore, but it looks like they're wanting to get some volunteers to help them make more web videos. Does anyone think that Pixar or YouTube or the Catholic Church is afraid of the competition coming from JW TV?
So it would be a shrinking country that is on the verge of only having a virtual, online existence.
