One congregation I attended had all the congregations that used the building, contributing/donating to a general fund for carpet, roofing, and other big ticket items. They had it micro-managed/figured down to when the lights and ballast's needed replaced and how much it would cost to remove and replace.
It was not unusual to have $35,000 to $50,000 in this general fund before improvements. So, I assume from the original post, these congregations were commanded to send the 35-50K into the WatchTower Bible and Tract Society?

I don't know what the current number of publishers are, but let's say in the U.S. of A. there are 1,100,000 publishers, and each congregation is about 120 publishers. Let assume there are 9100+ congregations in the U.S. with $15000.00 in a general fund for maintenance, that would mean the Watchtower Bible and Tract Society just pulled in $137,000,000 U.S. Dollars. That's, $137 MILLION Dollars JUST in the U.S.A not including England/Europe and the rest of the world,...... this is very evil.
