Crawdad, are you talking about a track off Tommy the album by the who? There isn't a song called "Love, rain on me" on the album, and so you must be thinking of a lyric. Look at http://www.azlyrics.com/w/who.html and see if you can find what you are looking for.
I'll be honest about it, I like the who, but Tommy, I didn't get it. I could see it was quite clever in some ways, but I find the movie in particular rather unsettling and embarrassing.
I guess he means if you say,"Love rain on me" enough you will feel loved.

First off, it's from the album "Quadrophenia" and secondly the song and lyric is "Love, Reign O'er Me".
