You simply need to read the verse in context, which likens the restoration of Jerusalem to the birth of a child. In v. 7-8, we encounter Zion in birth pangs, then there is the rupture of the membrane and childbirth in v. 9 (with Yahweh functioning as midwife), and then once the city and its people has been (re)-born, they drink in the glory of Zion like breast milk (v. 11). Then they are "carried at the hip" like a baby, and then plays on Zion's kneeds like a toddler (v. 12). The fledgling nation is nurtured by its mother (v. 13) and grows up, its "bones sprouting like grass" (v. 14).
