Yes, we pledged $600 as a regular donation(which comes out of our local expenses) and have 2 contribution boxes 1 for local expenses and 1 for the World Wide Work, for those that want to donate more.
Before the change, we were already sending the Branch $600 as on loan to them with the understanding that if we needed to borrow from the account, the funds were there. No more, all gone. Now if you need money for anything, you must apply.

Yes, we have 3 people that contribute the lions share(75%) out of 80 pubs; 1 Elder and 2 Elderly Sisters.

Maybe because we have limited resources and, if any extra, it goes towards helping our families either here or back in our country of origin.
The May WT broadcast of "geeme, geeme, geeme" went in one ear and expeditiously out the other in the Spanish WT world.

Here in the US if you give $250 or more you need written document from the congregation for the Internal Revenue Service. Many jws who donate keep written records of what they give and checks are the start of that. Supposedly the only person who sees the checks are the accounts servant, the second brother (usually elder) who confirms the amount collected, and the COBOE. It is not necessarily a move to toot their own horn. -

Our congregation has had the same discussions, in the form of talks, for the last 4 weeks in a row. Yes, every meeting either mentions money, or has a blatant talk on the need to contribute more. Local needs talk? Yep, contribute more, Mother needs your money.
2 full weeks, both Sunday morning and Tuesday nights, were spent passing out pink "contribution" slips, to get "a feel" for what we were willing to contribute every month. Then 2 more full weeks of "reminders" to get your slips in.
Reasons were the same as mentioned by the OP, James. Our contribution amount that was used to set the monthly amount last year... has slowly been draining the congregation funds down to almost nothing.
Got to reaffirm those tithes!

Our congregation has had this as well over the past few weeks. Just one week ago there was a resolution, after handing out "pledge" slips a couple of weeks before, to reduce the monthly figure paid by 40% as the congregation was no where near having 3 months funds on hand. There were also local needs about basically putting less in the WWW and more in the local cong box.
I have never heard so many talks about the need for funds as since the org supposedly "cancelled" the loan for our hall build.
