I honestly doubt that any terrorist have access to multi-megaton nukes. The newest players to the game have only small yeild nukes (India+Pakistan). The U.S. has switched over to multiple entry low(er) yeild ICBMs. I did read an article onces that talked about how Kruschev was planning to build a 100M nuke on store it on a boat. That way if the U.S. attacked him he could f- everybody. Apparently the thought of someone taking over his boat and controlling his bomb convinced him not to build it.
