this happens at times when the dns table get screwed up. all he has to do is call his isp, and they can fix it.
no worries, i'm sure, happens with my work web site too occasionally.

It looks like the default Hosting page you get when you first open a new hosting account.
I wouldn't be surprised if the site is being moved to another hosting company and the content was not setup at the new site before the DNS settings were put in place.
I wouldnt worry too much about it other than the fact that there will be A LOT of pissed people out there who want... who NEED to see the site.
Give it some time... once the content is put in place it should start working again.
