If they start really running short on money, then a "New Light" will tell the GB to begin charging reinstatement fees for DF'd ones.
Or perhaps they could offer dispensations for disfellowshipping offenses for a small donation. Or even sell these dispensations for future sins.
That has a familiar ring to it somehow . . . . . .
