I think they will make enough changes (in their opinion) going forward that they will be able to dismiss any guilt they feel from how things were handled so long ago. They will allow the victim to decide how they want to tell their story, who they want to tell it to (initially), and who they would like with them for moral support (including women). They will always tell the victim to go to the police if they wish to do so and they will always recommend that the victim seeks counselling from outside sources. They will still only report the accused to the authorities if the law requires them to do so. If the victim is a young child they will continue to refer to their legal team for advice. I don't think their conscience will drive them to do anything more than what is required by law.
