Only people connecting from your machine will see it, as the browsers of others can't connect to your C:/ drive this way. At present, you are the only person seeing this page correctly (unless, perchance, your .jpg looked like a "picture not found" indicator).

To be visible to people not on your machine, it needs to FIRST be uploaded to a picture site so it has a web address. I think many here favor http://www.strike9.com (too insecure for me). Go there and doubtless you will find instructions.
