Every religious leader in the country and their officers would be required to undergo working with children checks under proposed sweeping reforms to the system recommended by the child abuse royal commission.

The Royal Commission into Institutional Responses to Child Sex Abuse authored a report on state and territory working with children checks which was tabled in parliament today.

“A person must apply for a Working With Children Check (WWCC) in each state or territory in which they intend to engage in child-related work,” the report says.

“Organisations and people working across borders report substantial challenges in working with the varied schemes, including extra costs and difficulty understanding and complying with the various laws.

“These problems are not new and have been recognised by governments for some time. We believe that the absence of any action to fix these problems is a significant and inexcusable failure on the part of governments — these problems cannot continue to be ignored.”

In the next 12 to 18 months the commission expects state and territory governments to adopt uniform WWCC standards which would be portable across jurisdictions and which would remove myriad “conditions”.

Instead of having conditions the report proposes a two-speed approval only: either people are granted working approval or they are not.

Also, some people convicted of serious offences against children — like murder, sexual abuse or child pornography offences — would lose the right to any appeal against a refusal to grant access to children.

    That sounds encouraging.

Can't wait to see how the org responds to all this.

Isn't this what Steve Unthank was going for? I think it's great! If you can't pass a background check, then you should not be allowed to supervise children in any way, shape or form!

Why do the GB fear this so much? Is it just money? Or is something else going on?

How will this affect the door to door work I wonder.

Will you need background check to study the bible with children other than your own?

This opens a pandora's box full of questions.

I wonder if there would be penalties if for instance the elders in a congregations or the Society in general do not report a child abuser. As we know due to the Royal Comisssion that in most cases they do not report these people to the police.

How many Eldubs will fail the background check?

Also, how does this bode for the Theocratic ministry "School" and the children enrolled.

Children going door to door with anyone other than their parents?

They are already in dire straits as far as having enough Qualified™ men to serve in the Congregations™, as Elders™, Ministerial Servants™ and Pioneers™.

On top of that, every JW believes themselves to be a Minister™, Ordained™ by virtue of their Baptism™ - it's what they tell Candidates™ during the Baptismal Talk™. So that would require every Baptized™ JW, male and female, who participates in the Door-to-Door™ Ministry™ to undergo the screening process.

People who are child abusers would be disqualified from participating in the Ministry™, where there would be a power differential between them and children with whom they might interact. They could be forbidden to Teach™ from the Platform™, offer prayers at Meetings™, give talks on the Ministry School™ or even give answers at Book Study™ or Watchtower Study™, etc. because there are children present at these Meetings™ who might view these individuals as wholesome association.

A screening process like this would cost each individual a nominal fee - it's about $50 where I'm from. It could be bloody expensive for a family that includes five Baptized™ members.
