8000 is a small enough sample that a concerted effort by even 100 people should be noticable.
If they counted the numbers ... then they have to try and explain them and if they don't then they need to explain that (because we'd know it should have gone up)

Funny idea, however the local elders will likely not count anyone who they do not know. I know for a fact that has happened in the past.
They will meet in the back and discuss it, and not count it. Too bad, for this would be funny!
