It's because they're following the scripture that says "show DOUBLE honor to those who work hard to take the lead among you".
DOUBLE = kissing 2 butt cheeks!!
Or it could be (1) Fear of man, or on the other end of the spectrum (2) wishing to curry their favor. It doesn't hurt to have an elder on your side if'n'when a little tempest breaks out in the congregation teapot!
