I don't know that she'd come up with this on her own. Has anyone else heard a JW talking about this?

Well I don’t know about other countries, but the UK is a net importer of food for about 50% of its needs. Other countries may be alright as international supply chains are strained, but the UK perhaps not so much. Experts in the the logistics of food supply called for rationing in the UK days ago. I am not aware that the government responded to or even acknowledged this warning.
