When a person is guilty and worthy of punishment, the judgment ‘will already have been bound in heaven Jesus said and if they are loosed or innocent it will already have been “loosed in heaven..
In such judicial deliberations, Jesus says, “where there are two or three gathered together in my name, there I am in their midst.”
Psalm 127:3.
Children are a sacred trust, “an inheritance from Jehovah
JWs abhor child abuse and view it as a crime.Its recognized that the authorities are responsible for addressing such crimes.JWs do not shield any perpetrator of child abuse from the authorities as has been alleged.
Victims and their parents have the right to report an accusation of child abuse to the authorities
All such cases are reported to the branch office
Child abuse is a serious sin. If an alleged abuser is a member of the congregation, an investigation is conducted according to Scriptural instructions ,any
member of the congregation who is an unrepentant child abuser is expelled from the congregation and is no longer considered one of JWs. If on the other hand If it is determined that one guilty of child sexual abuse is repentant they will remain in the congregation
How that is determined is clear by Jesus own words :
"where there are two or three gathered together in my name, there I am in their midst.”
They are guilty but not worthy of removal from the congregation

Reporting to civil authorities
Cases of alleged abuse are reported to secular authorities if required by local laws or as instructed by the local branch office.
A press release issued in 2002 by Jehovah's Witnesses' Office of Public Information stated: "In addition to making a report to the branch office, the elders may be required by law to report even uncorroborated or unsubstantiated allegations to the authorities. If so, the elders receive proper legal direction to ensure that they comply with the law."[7] The Watchtower has outlined the following policy: "Depending on the law of the land where he lives, the molester may well have to serve a prison term or face other sanctions from the State. The congregation will not protect him from this."[6] A 2002 memo to all congregations stated: "Our position is that secular authorities deal with crime while elders deal with sin."[8] Even where there is no mandatory reporting requirement, victims or others having knowledge of an incident of sexual abuse must not be discouraged from reporting it.JWs are being accused of covering up child sexual abuse but where is this really coming from
Rev 12-7
And war broke out in heaven: Miʹcha·el*+ and his angels battled with the dragon, and the dragon and its angels battled 8 but they did not prevail,* nor was a place found for them any longer in heaven. 9 So down the great dragon+ was hurled, the original serpent,+ the one called Devil+ and Satan,+ who is misleading the entire inhabited earth;+ he was hurled down to the earth,
I heard a loud voice in heaven say: “Now have come to pass the salvation+ and the power and the Kingdom of our God+ and the authority of his Christ, because the accuser of our brothers has been hurled down, who accuses them day and night before our God!
Satan is an accuser ,he was that in heaven before his ouster and continues today while on the earth,with that said I'm not saying there were no mistakes made by imperfect men who handled sexual abuse but as a whole the organization is committed to feeding Christ sheep and caring for their needs as a loving Shepard entrusted with the feeding of his the Kings sheep.
Christ is depicted with 7 stars in his right hand
Rev 1-16 NWT
And he had in his right hand seven stars
These are his shepherds as Head of the congregation, Christ has full control of the bodies of elders. If someone on a body truly needs correction, the One who has “eyes as a fiery flame” will see to it that this is done in His own time and way.
Meanwhile the Devils religious system is nearing collapse:
Revelation
Thus with a swift pitch will Babylon the great city be hurled down, and she will never be found again.+ 22 And the sound of singers who accompany themselves on the harp, of musicians, of flutists, and of trumpeters will never be heard in you again. And no craftsman who practices any trade will ever be found in you again, and no sound of a millstone will ever be heard in you again. 23 No light of a lamp will ever shine in you again, and no voice of a bridegroom and of a bride will ever be heard in you again;
and no voice of a bridegroom and of a bride will ever be heard in you again;
